Direct Care & Treatment includes an array of programs serving people with mental illness, developmental disabilities and chemical dependency. The Direct Care & Treatment healthcare network consists of inpatient, outpatient and residential services. These programs include Forensics, Mental Health and Substance Abuse Treatment Services, Community Based Services, Minnesota Sex Offender Program and Ambulatory clinics. Each of these programs strive to address the complex needs and challenges of people served to optimize their potential and support their life goals.

Job Summary

The Direct Care & Treatment facilities program is expanding to create a comprehensive facilities program that reflects a corporate healthcare system while working within a state operated system. The Facility Program Manager oversees several Direct Care & Treatment facility program functions including asset management, property lease management, security, facility safety and sustainability efforts for all Direct Care & Treatment programs. Providing oversight to these functions demonstrates that it is possible to provide consistent, efficient, cost-saving services that are also compliant with statutes, regulations, policies, procedures and accrediting agencies. The complexity of this role requires that the Facility Program Manager builds relationships with a variety of stakeholders including the Direct Care & Treatment executive team, staff at various locations, and external parties influencing programming. Each of these activities and relationships focus on providing quality care to the people we serve.

Primary Responsibilities Include:

  • Providing leadership and strategic direction to the Direct Care & Treatment Business Management and Facilities programs whiles also supporting the Department of Human Service’s mission and overall strategic direction
  • Monitoring and improving the effectiveness of program management including assets, leases, security, safety and sustainability to ensure these programs are compliant and ready to adapt in an ever-changing healthcare environment
  • Leading and directing budget analysis, planning and reporting for related programs to assure fiscal integrity
  • Providing leadership and supervision to staff to facilitate the responsibilities of the division and participate in professional development

Qualifications

Minimum Qualifications

  • Supervisory or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, etc.)

AND

  • 4 years of professional experience in program and asset management, preferably in a healthcare environment, which demonstrates the following:
    • Reviewing and approving project plans relating to design, mechanical, electrical, and equipment specifications to assure compliance with all applicable code/licensure requirements
    • Evaluating and appraising work in progress, identifying the need for corrective actions and recommending acceptance of contract work
    • Identifying and proposing budgets necessary to support assets, leases, security, safety and sustainability
    • Use of databases, spreadsheets, and financial systems to manage capital and fixed assets in order to identify and analyze complex and unique problems
    • Developing recommendations and implementing solutions for multiple projects concurrently

Preferred Qualifications

  • Experience with Archibus, B3, Access, Excel, Word, Crystal Reports, and SWIFT
  • Understanding of audit principles
