Job Overview

This position is located in the Office of Neighborhood Safety and Engagement (ONSE) which is responsible for the coordination of violence prevention strategy and programs in the District of Columbia with a focus on utilizing public health approaches to respond to and prevent violence. The Office seeks to reduce violence by identifying, recruiting, and engaging individuals determined to be at high risk of participating in, or being a victim of, violent crime into positive behavioral reinforcement activities.

The Office collaborates with other District government agencies and nonprofit organizations to provide immediate wraparound services to victims and families affected by violent crime. The Office also coordinates with District agencies and community-based organizations to develop violence prevention programs for individuals residing in priority neighborhoods or who are most at risk of participating in, or being a victim of, violent crime, including through the use of financial incentives for participation. The Office develops positive relationships with youth and adults using best practices associated with the intervention and prevention of violence while using positive behavioral reinforcement activities.”

Duties and Responsibilities

The incumbent provides case management services to The Office of Neighborhood Safety and Engagement “”Pathways Program”” which aims to decrease the likelihood of criminal justice involvement, and improve the outcomes of employment, education, workforce development, health and wellness, and housing stability of those that are most likely to be harmed, or cause harm. The age range of participants is 20-35. This will be achieved by:

  • Reducing criminality through mentorship and relentless follow ups to prevent arrest or incarceration by providing a safety net of healthy opportunities and alternative paths.
  • Improving the quality of life and self-sufficiency of program participants through employment, housing, family involvement, and community involvement.
  • Improving the health and wellness of program participants by addressing physical and mental health and/or substance use (sobriety and relapse prevention).
  • Achieving systems change through multi-agency collaboration and case management strategies.
  • Using Restorative Justice practices to help individuals take ownership of their actions, understand the impacts caused to victims, and the role they play in rebuilding their communities.

Qualifications and Education

Degree: behavioral or social science; or related disciplines appropriate to the position.

or

 

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

or

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

The incumbent must possess thorough knowledge of the principles, concepts and techniques of case management, outreach services, violence intervention initiatives, and restorative justice practices.

Licenses and Certifications

Incumbent must possess and maintain a valid driver’s license.

Working Conditions/Environment

The work requires frequent field visitations; however, some work is performed in an office setting.

Hours of work will vary as required by the needs of the program to include split days off and fluctuating tour of duty, to include evenings, weekends, and/or holidays.

Outreach areas can be hazardous environment. Incumbent on many occasions may perform duties in hot or highly violent areas of the city. Also, the incumbent may work in inclement weather and in hostile situations.

Other Significant Facts

Tour of Duty: 9:00 AM – 5:00 PM; Hours of work will vary as required by the needs of the program to include split days off and fluctuating tour of duty, to include evenings, weekends, and/or holidays.

Pay Plan, Series and Grade: CS-0101-12

Collective Bargaining Unit: This position is not in a collective bargaining unit.

Promotion Potential: No known promotion potential.

Position Designation: This position has been deemed Safety Sensitive under the guidelines of the DC Personnel Manual and is subject to mandatory pre-employment and periodic Criminal Background Checks and Traffic Records Checks (as applicable). This position is also subject to mandatory pre-employment and random Drug and Alcohol Testing. In this position, you may be disqualified from employment based on the presence of marijuana in test results, even if you possess a medical card authorizing the use of medical marijuana.
