PAY: $66,000.00 – $75,000.00 annually including a sign on bonus of $5,000 payable: $2,500 at hire and $2,500 at six (6) months of employment

JOB DESCRIPTION:

Scattered Site Housing provides comprehensive, intensive case management to formerly homeless individuals in permanent housing using the Housing First model, promoting long-term stability in housing and the end of homelessness in Boston. The Clinical Supervisor for Housing Stability and Supports is responsible for managing and providing services for the PSI Housing Stability and Supports program and staff, through a Department of Public Health (DPH) contract.

The Clinical Supervisor for Housing Stability and Supports leads an intensive housing case management team serving individuals who have experienced homelessness and substance use, and who may now, or have in the past, be experiencing untreated mental illness or other major health challenges. The primary goal of this program is to assist adults attain stability in their housing and in achieving self-sufficiency.

The Clinical Supervisor provides leadership in crisis situations and participates in a supervisory on-call rotation. In addition, the Supervisor assists the Associate Director in the development and completion of outcome, annual and other mandated reports as well as developing and maintaining positive relationships with partner agencies.

Additional case management responsibilities include, but are not limited to: assisting participants with all required program documentation; assisting participants with obtaining benefits, healthcare, educational opportunities, employment opportunities, and legal aid; supporting the development of participants’ activities of daily living skills and creating individual service plans with participants, maintaining all necessary documentation.

REQUIREMENTS:

EDUCATION/TRAINING:

  • Master’s degree or higher in a related field (i.e. social work, clinical psychology, education, nursing)
  • Licensed* in Massachusetts in Social Work or Mental Health as a LCSW, LICSW, LMHC, or Clinical Psychologist, or eligible for licensure upon hire with license attained within the first 9 months of employment.
  • Please note – All credentials and licensures will be reviewed annually as part of the PSI credentialing process.

KNOWLEDGE/EXPERIENCE:

  • Some supervisory experience or equivalent combination of skills and experience in the substance abuse/mental health field
  • Experience working with individuals experiencing substance abuse, mental illness, trauma, homelessness and/or other complex disorders.
  • Ability to conduct clinical assessment and diagnosis for mental health and substance use disorders, as well as providing treatment recommendations.
  • Experience in community based social services.
  • Experience in data gathering, documentation, reporting, across multiple web based platforms.

PHYSICAL ABILITIES/SKILLS:

  • Ability to access different building locations and program sites, including climbing several flights of stairs and lifting up to 50 pounds of weight
  • Ability to sit for long periods of time and use computer, calculator, fax, copier and other office equipment
  • Flexibility to work or be available according to program demands

JOB RESULTS

Manager is responsible for the following caseload outcomes:

  • Of those enrolled at least one year ago, 90% will remain in housing for at least one year or have moved to other permanent housing
  • 80% of participants of total case load will maintain or increase their income
  • 80% of participants are assessed at a Phase of Care rating of stable or higher (a score of 2.0 or higher)

PREFERRED:

  • Bi-lingual – Spanish/English
  • Two (2) years of clinical supervisory experience or equivalent combination of skills and experience in the substance abuse/mental health field
  • Knowledge of contract management
  • Strong commitment to the Housing First and Harm Reduction approach

ESSENTIAL FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO:

Clinical Supervision/Promotion of Best Practices

  • Responsible for the clinical supervision and coordination of case management services for the Housing Stability and Services team. Oversee the implementation of evidence-based practices (Critical Time Intervention, Motivational Interviewing, Comprehensive Case Management, Harm Reduction, and Trauma Informed Care), development of individual service plans, and referrals to community-based support services.
  • Hire, train and provide administrative and clinical supervision to case management staff, including written evaluations and progressive discipline when necessary. Oversee staffing schedule and coordinate coverage when necessary. Conduct individual supervision with staff weekly and all necessary program meetings.
  • Facilitate and coordinate training and support to the staff to ensure fidelity to the program model, including ensuring all staff receive adequate training in substance use, mental health, cultural competency, trauma informed care, motivational interviewing, and other subjects as indicated.
  • Ensure that staff is familiar with proper documentation procedures with regard to service plans, progress notes and other client service related reporting. Regularly review all service plans and client records to see that they are clinically appropriate and up to date.
  • Oversee and continuously improve clinical activities and processes by providing input into service plans, assessments, and service provision of the above-mentioned evidence-based practices through regular individual supervision and case conferencing.
  • Support the work of the staff through involvement with tenants when necessary and appropriate. Provide crisis intervention for mental health and substance abuse related emergencies when necessary.
  • Develop and maintain positive working relationships with referral partners that serve individuals with complex needs as well as other external organizations, governmental agencies and funding entities.
  • Participate in an on-call rotation with other program supervisors, ensuring 24-hour support is available to tenants.

Program Management

  • Oversee the Housing Stability and Supports program ensuring quality service provision, enrollments and disenrollments, and managing the data collection for those services.
  • Work in coordination with the Department of Public Health contract managers involved with the Housing Stability and Supports to ensure program compliance.
  • Coordinate, alongside PSI Finance staff, the Virtual Gateway billing for accurate program rosters on a monthly basis.
  • Collaborate with other Scattered Site Housing, PSI, and DPH staff on program-wide efforts to stabilize and promote the stability and success of clients enrolled in this program.
  • Serve as a liaison with external organizations relevant to the work of these programs, including but not limited to treatment facilities, social service organizations, and volunteer groups Relay information to staff as appropriate.
  • Maintain consistent, high-quality communication with the Associate Director of Scattered Site Housing and the Director of Housing Support Services. Be knowledgeable of the Associate Director’s responsibilities specific to the Housing Stability and Support program and be able to assume these responsibilities in the absence of the Associate Director as required.
  • Performs other related duties as required. This job description may be revised based on the development of new Housing First and other programs.
PAY RATE:$30.00 – $32.00 PER HOUR
