Job Overview


This position directs the work of the Community Development Department, including planning and zoning, redevelopment, building inspections, code enforcement and housing programs. This position is the primary departmental liaison to the City Council, the Planning Commission and the Housing and Redevelopment Authority (HRA). This position is responsible for ensuring that all housing development and redevelopment occurs in compliance with all applicable policies, plans, ordinances and regulations of the city and other government agencies.

Essential Functions

Develops and implements goals, objectives, policies, strategies and schedules for Community Development programs. Manages all functions of the Community Development Department (planning and zoning, office support, housing, building inspections, and code enforcement) through personal effort and through the supervision of all departmental personnel and operations. Monitors and evaluates all department functions and evaluates effectiveness.

Provides leadership in the area of land use, large-scale transportation planning and development financing to further the city’s long term vision especially in large scale or precedent setting development or redevelopment; oversees implementation of the city’s comprehensive plan; develops city policies, ordinances, development agreements and financing plans that support the city’s vision and planning objectives.

Develops and recommends plans and policies for Tax Increment Financing, Special Service Districts, use of Community Development Block Grant funds, and applications for grant funds related to planning and affordable housing.

Works with other cities, government agencies, nonprofits, and staff to develop innovative planning solutions and/or methods of service delivery to maximize the benefits received by citizens; develops and oversees the Community Development Department budget.

Directs and administers planning programs to encourage orderly community development in accordance with applicable comprehensive plans and ordinances by providing professionally sound advice and recommendations for Planning Commission and City Council consideration.

  • Establishes administrative procedures which encourage the thorough, consistent and timely review of development proposals.
  • Determines compatibility and consistency of development proposals with city development and redevelopment goals/plans.
  • Recommends specific city positions on development proposals based upon applicable ordinance provisions and professional judgment.

Formulates and recommends long-term goals and plans for community development programs, and oversees the development, redevelopment and implementation of comprehensive city plans in a manner that will ensure their achievement.

  • Reviews and evaluates new concepts, developments and approaches, and determines applicability to community development functions.
  • Recommends revisions to city land use regulations, plans, policies and procedures to adequately respond to the current development/redevelopment environment and to the needs and goals of the city.

Directs and administers code enforcement activities and related services as adopted by the city.

  • Ensures requirements of City Building Code and related policies and regulations are met.
  • Ensures that supervision, certification, and training requirements for code enforcement personnel are met.
  • Establishes administrative procedures which encourage thorough, consistent and timely permit issuance and inspection services.

Responsible for direction and administration of housing and redevelopment programs adopted by the city and/or contracted through the Housing and Redevelopment Authority.

  • Serves as Executive Director of the HRA and provides administrative support, budget preparation, and supervision of authorized personnel.
  • Ensures housing assistance and redevelopment programs and activities are administered in compliance with applicable law and regulations.
  • Ensures that authorized program objectives are met in a timely and accurate manner.

Responsible for managing the staff of the Community Development Department including employee recruitment, coaching, and discipline oversight. Ensures direct report supervisors are supporting and holding their staff accountable and working with other departments to identify solutions to issues. Ensures that work of all divisions is complete and sound, and that programs and staff output are consistent with city policies, goals and codes.

Ensures that the department is utilizing modern technology and software including effective on-line services and that all land related activities and documents (permits, licenses, code cases, planning projects, etc.) are retained consistent with data retention policies and statutes.

Represents the department with other city officials, other governmental agencies, development interests, and the general public, in a manner that will assure continued effectiveness in the achievement of city objectives.

Provides positive leadership for all department programs and determines program priorities.

  • Promotes and maintains cooperative work efforts among divisions to ensure effective department operation.
  • Ensures available data processing resources are used effectively and efficiently to administer programs.

Prepares and administers departmental budget, including portions of the Capital Improvement Program with
appropriate documentation for submission to the City Manager. Develops and monitors the implementation of long term financial and capital improvement plans related to community development.

Keeps City Manager promptly informed of significant matters to ensure effective performance of community development programs.

Performs other duties as apparent or assigned.

Supervision Of Others

Direct supervision of Building Official, Planning Manager, Housing Program Manager and Support Services Manager. Qualifications

Minimum Qualifications

  • Bachelor’s degree in public administration, management, planning or related field.
  • Five years of increasingly responsible experience managing the disciplines within the department; two of the five years must be at the department head level.
  • Experience with various funding mechanisms for economic development including experience with Tax Increment Financing (TIF) and Tax Abatement and grants.
  • Three years of experience supervising staff.
  • Three years of experience working with a governing board supporting them in evaluating and directing government services.
  • Experience with redevelopment and the tools used to foster redevelopment.
  • Must possess a valid Class D Minnesota Drivers license.

Desired Qualifications

  • Master of Arts degree in related field.
  • Experience working with housing programs and code enforcement.
