We’re looking for a Non-Permanent Regional Programs Consultant ( SHPC3) to join our team in Region 1 to promote long-term positive outcomes for children, working toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity. The Opportunity:
As a Regional Programs Consultant (SHPC3), you will get to provide active support for multiple program areas for Region 1, including Behavior Rehabilitation Services (BRS), Sexually Aggressive Youth (SAY), Child Placing Agency Programs, Emergent Placement Services (EPS) and Responsible Living Skills (RLSP). This position leads the administration in developing, administering, and monitoring these social services programs and the program policies and procedures for use by staff and contractors. It is also responsible for developing and implementing plans to monitor internal practice, contracted service delivery, and regional and local training to staff, contractors, and community members to enhance service delivery.

Primary Duties:

  • This position is responsible for consulting with Social Workers/Supervisors about policy/practice issues and ensuring compliance with processes, including referral processes, as well as making connections to internal and external partners.
  • This position ensures compliance with policies relevant to assigned program areas, as well as utilizing best practices when accessing residential treatment or other behaviorally focused services.
  • Designated lead worker- the Behavior Rehabilitation Services (BRS) program manager is responsible for Region l’s delivery of services to high-risk, high-needs children and families through the BRS program.
  • Work in a close, collaborative relationship with regulatory agencies and with contracted providers and community agencies to ensure the safe and cost-effective delivery of appropriate and necessary BRS services.
  • Child Placing Agency CPA Regional Program Consultant, provides technical support, consultation, policy interpretation, direction, and oversight to agency staff, community, provider partners, and other interested parties.
  • Collaborate with central administration and peers to design and develop statewide policies, procedures, rules, and regulations for the delivery of the CPA program by staff and providers to ensure consistency and quality of service delivery within the region .and across the state.
  • Collect and analyze data, statute, and policy; write reports and policy; manage provider relationships; and make program recommendations to the management team.

Required Qualifications:

  • One year of experience as a Social and Health Program Manager 2, Social Service Specialist 3, or Financial Services Specialist 4 or above.

OR
Two years of experience as a WorkFirst Program Specialist or equivalent work experience with automated eligibility systems.
OR

  • Master’s degree or higher in social work, a health or social science, public administration or a related field, and three (3) years of professional experience in planning, administering, developing, or delivering social, early childhood, financial, health or chemical dependency treatment services programs.

OR
A Bachelor’s degree in social work, a health or social science, public administration, or a related field; and four years of professional experience in planning, administering, developing, or delivering social, financial, or health services programs.
Know and understand
AND
Know and understand State and Federal policies, procedures, and regulations of social, financial, and health programs related to Child Welfare Services within the social work environment.
AND
The eligible applicant must have two years of experience providing public or private child welfare or child protective services and one (1) year of professional experience providing mental health or behavioral treatment to children and families.

Note: Additional qualifying experience will substitute, year for year, for the above-required education, except for the Social Work Degree.
Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Knowledge and understanding of the Child and Family Services Review (CFSR) requirements and state Program Improvement Plan.
  • Knowledge and understanding of the Braam Settlement Implementation Plan.
  • Knowledge and understanding of the principles and practices of program planning, development, evaluation, and consultation.
  • Ability to analyze and resolve complex problems related to social, financial, or health programs.
  • Ability to understand and work effectively within the culturally appropriate context.
  • Ability to work cooperatively within a team in a high stress and work volume environment; Communicate effectively in oral and written form.
  • Ability to apply strong, strength-based orientation and display excellent group process and customer service skills, including conflict management.
  • Ability to utilize critical thinking and strategic planning skills to recognize trends, systemic issues, and service gaps and use the information to bring system improvements to the management structure.
