We’re looking for an Infant Early Childhood Mental Health Manger (WMS02) to join our team to help support our vision that “All Washington’s children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community.”

The Opportunity:

We need your leadership skills to support, develop and implement statewide policies and procedures for the Department of Children, Youth and Families, Early Learning Division. As a leader in the ECEAP and the ECLIPSE programs, you will help develop and implement an enduring, high-quality state-funded Pre-K and B-3 programming that better prepares children furthest from an opportunity for kindergarten. At the same time, supporting family stability using a whole-child approach to ensure that children are healthy and their developmental needs are met.

The Infant Early Childhood Mental Health Manager provides leadership, consultation, and support concerning the Childhood Education and Assistance Program (ECEAP) and Early Childhood Intervention and Prevention Services (ECLIPSE). You will take the lead in developing a human-centered, trauma-informed approach to policy, practice, and service. Equally important you will help improve outcomes for youth in the ECLIPSE and ECEAP programs.

Some of what you will get to do:

  • Represent DCYF, ECLIPSE services, and all ECEAP related services on internal/external committees at the state and national levels.
  • Serves as subject matter expert with the ECLIPSE reporting.
  • Responsible for updating current policy and creating future policy as programming grows, and required services are determined.
  • Develop, review and approve ECLIPSE sections of related DCYF reports and legislation.
  • In charge of directing and controlling operations and ECLIPSE contracts and services.

  • Research, communicate, and apply best practices models related to technical assistance, readiness, and quality.
  • Controls federal and state funding that supports enhancements to the ECEAP and ECLIPSE program services.
  • Ensures framework development that places the unique needs of tribal and BIPOC communities at the forefront of all planning and service implementation.
  • Data analysis, of qualitative and quantitative data points that can inform needed programming changes and evaluation opportunities.
  • Responsible for supervising staff responsible for implementing ECLIPSE and mental health programming.
  • Collaborates with DCYF and ECEAP alignment staff to integrate ECLIPSE services and processes, including coordinated monitoring processes and joint compliance agreements as needed.
  • Determine and strengthen connections to related work occurring in other settings, along with the integration of programming with the ECEAP and Early ECEAP requirements, quality approaches of tiered supportive services.
  • Determines training requirements related to the implementation and expansion of ECLIPSE services, and quality improvements.
  • Serves as a subject matter expert on ECLIPSE, and related mental health and health programming.
  • Create and facilitate select ad hoc workgroups related to ECLIPSE expansion, programming, and quality initiatives.
  • Provides consultation in areas of expertise with the ECEAP Birth to Pre-K Administrator, division leadership, stakeholders, and partners. Works to reach a resolution on identified issues.

What we are looking for:
Bachelor’s degree and four years of professional experience in comprehensive Pre-K community and state programming, and at least two years of supervisory or managerial experience
OR
Associate’s Degree and six years of professional experience in comprehensive Pre-K community and state programming, and at least two years of supervisory or managerial experience
OR
Equivalent combination of education or eight years of professional experience in comprehensive Pre-K community and state programming, and at least two years of supervisory or managerial experience

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • Master’s degree or higher in a related field.
  • Understanding of racial equity, the importance of lived experience, and a commitment to participate in DCYF’s and ECEAP’s efforts to advance racial equity in our policies, processes, and practices.
  • Knowledge of the Washington State Early Learning Plan and rules and regulations governing ECEAP.
  • Compile, analyze, and communicate data that help the team to make data-driven decisions about policy, processes, and protocols.
  • Demonstrated excellent oral and written communication skills.
  • Experience and skill with program development, organization, and management.
