Program Director of Community Contracts

Job Overview

SCOPE:

Administer the daily operations and assist with the acquisition of all programs within Community Contracts. Implement and administer the policies and procedures for fulfilling contracts granted to Gulfstream Goodwill Industries by local businesses and government entities; and contribute to the mission of Goodwill by maximizing the opportunities for participants with disabilities and other barriers to become more independent, making decisions based on conclusions for which there is little precedent.

ESSENTIAL FUNCTIONS:

  • Direct all contractual activity for new and existing contract opportunities.
  • Provide management and day-to-day oversight over all programs within Community Contracts that provide labor and services by internal staff and participants to internal programs, local commercial businesses, and government entities. Provide crisis management and problem solving and endeavor to prevent or resolve contract issues. Maintain relationships with Contract Managers and customers to address issues of concern regarding quality assurance and participate in contract renewal and enhancement opportunities.
  • Prepare reports on various contract statistics including payroll and benefit costs, invoicing and revenue flow. Compare with budget projections.
  • Effectively lead, develop and motivate Contract Managers. Oversee interviewing, selection, recommendation, hiring, training and supervision of Contracts staff. Provide direction to Contract Managers and assist and/or lead in the investigation and resolution of problems.
  • Ensure that training is administered and adequate to maximize the performance by participants in support of contract obligations.
  • Evaluate performance and provide counseling and coaching to Community Contract Managers. Initiate personnel actions, such as promotions, transfers, terminations, or disciplinary measures. Maintain harmonious employee/employer relations. Determine current and future staffing levels.
  • Ensure all disability files, payroll records, etc. are compliant with the federal (Ability One) and state (Respect of Florida) agencies. Maintain complete files of contracts, modifications, and background data for contract negotiations, etc.
  • Coordinate with Human Resources the annual negotiation and implementation of federal contract employees Health and Welfare Benefit Plan.
  • Attend various meetings with departmental managers, senior staff, committee members, and others concerned with departmental and program issues. Attend internal training sessions as requested.
  • Review and approve requisitions for supplies and funds required to fulfill the contract obligations.
  • Prepare monthly billing summary for all contracts and input data into accounting program. Send all invoices to the appropriate contract location. Collect and track payroll information and input data to send to the third party administrator to determine the contribution to the federal contracted employees’ health and welfare benefit. Provide data and documentation for annual RESPECT recertification process and annual program reviews. Prepare data monthly to calculate federal employees’ Paid Time Off based on federal guidelines and formulas. Provide federal PTO hours to payroll.
  • Compile data and prepare required reports for federal contracts, including budgeting, program progress, management and other specific criteria and submit as prescribed per contract (i.e. Okeechobee Waterway quarterly Employment Report (QER), Okeechobee Waterway monthly invoicing spreadsheet, Okeechobee Waterway subcontractor report, Okeechobee Waterway Accrual letters, etc.).
  • Prepare and implement budgets for all program elements and contract types. Manage and monitor the budgets and investigate and report on variances.
  • Participate in investigation by outside agencies such as OSHA, insurance carriers or others on issues relating to contracts and departmental activities.
  • Direct contractual activity for new contract opportunities within the contracts department. Develop and implement with the preparation and negotiation of all agreements.
  • Prepare the pre-award contract and subcontract tasks in the new contracts acquisition process including: attend in-person meetings with key high level decision makers; work with program coordinators and program managers to coordinate planning and proposals for new contracts; establish and retain required bidding records; complete risk analysis to determine significant cost/pricing issues.
  • Provide assistance with other general department activities.

  • Demonstrate by words and actions a commitment to the Goodwill mission to help people with disabilities and other barriers to become self-sufficient, working members of the community.
  • Perform or assist with any duties or operations, as required to maintain workflow and to meet schedules and quality requirements.
  • Maintain safe work area and comply with safety procedures and equipment operating rules, keeping work area in a clean and orderly condition.
  • Participate in any variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.

KNOWLEDGE AND SKILLS:

  • Education and/or experience equivalent to a Bachelor’s degree in Business Administration or some related field of study.
  • Minimum five (5) years relevant experience in contract negotiation and management; background in rehabilitation or non-profit environment preferred.
  • Proven track record in acquisition and successful maintenance of large contracts.
  • Must be detail oriented and possess excellent organizational skills and the ability to work independently.
  • Must have experience with project management.
  • Must be proficient in various computer programs and software.
  • Demonstrated proficiency in oral and written communications.
  • Demonstrated ability to establish and maintain positive rapport with internal team members and participants and external clients and vendors.
  • Must have a valid Florida driver’s license, valid insurance, reliable transportation for travel to outlying locations and the ability to be insured under the company’s vehicle insurance policy.
