Senior Analyst, Social and Behavioral Health (Overdose Prevention and Surveillance)

Job Overview

Summary: This position will develop and deliver ASTHO’s technical assistance (TA) and capacity building for states and territories implementing overdose surveillance and prevention programs, including CDC’s Overdose Data to Action program. The TA and capacity building projects supported by this position may include developing deliverables (issue briefs, reports, presentations, blogs, videos, etc.) around overdose prevention policy, convening and facilitating discussion with partners to increase collaboration to address the opioid overdose crisis, designing virtual learning sessions on emerging issues related to overdose, and other activities related to overdose prevention and surveillance as requested by states and territories.

Principal Functions:

  • Leads the development of in-depth issue briefs, reports, toolkits, and other deliverables for publication while executing deliverables with other programmatic teams and cross-cutting teams to maximize impact.
  • Responds to requests for assistance and information from members, affiliates, and national organizations.
  • Serves as an information and policy resource on overdose prevention and surveillance
  • Collaborates with the ASTHO State Health Policy team to research and analyze state overdose prevention and surveillance policy and develop policy-related capacity building and technical assistance
  • Provides project management for events and deliverables, including meeting planning, liaising with federal partners, and completing administrative tasks as necessary to support timely completion of project deliverables.
  • Collaborates with state and territorial public health agency staff and their project teams in preparation for individualized technical assistance (TA)
  • Authors proposals and progress reports.
  • Monitors progress of cooperative agreement goals and adjusts activities according to evaluation results and the changing public health landscape.
  • Collaborates with staff across ASTHO relating to integrated programs and activities.
  • Represents ASTHO on national committees and partnerships.
  • Represents ASTHO at meetings and conferences related to overdose prevention and surveillance, and other related topics.
  • Assists with the evaluation of project activities and outcomes.
  • Tracks and analyzes federal and state legislative, regulatory, and judicial activities related to project topics.
  • Oversees or handles administrative tasks when necessary.
  • Continuously builds content expertise in social and behavioral health, public health, and public health policy.
  • Functions effectively, respectfully, and cohesively in a team environment.

 

Qualifications:

  • Bachelor’s degree with master’s degree preferred in related field such as public health, public policy, or health care.
  • Three or more years of related experience.
  • Knowledge of state or local public health, including injury prevention and substance misuse and addiction.
  • Knowledge of capacity building to include harm reduction, public health and public safety partnerships, youth substance use initiatives, and stigma reduction
  • Experience writing, managing, and executing grant funded programs.
  • Project management and other organizational skills that can translate to leading the development overdose prevention resources for state and local health agencies.
  • Ability to lead collaboration among internal ASTHO staff, external partners, and funders.
  • Ability to research, track and analyze appropriate issues and legislation at federal and state levels using abstract concepts.
  • Excellent written and oral communications skills, including presentation skills.
  • Strong positive interpersonal and analytic skills.
  • Ability to travel within service area in the future should in-person events resume.
  • Ability to develop project measures of success, analyze progress, evaluate outcomes, and forecast needs.
  • Ability to work independently and in a team environment, manage multiple priorities, and complete assigned tasks in a timely manner.
