Who We Are:

The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing free legal assistance to child and adult immigrants detained by the government in the Capital Region.

The Detained Children’s Program provides legal orientation and screening to unaccompanied children detained throughout Maryland and Virginia. We also offer free legal services to children released from Office of Refugee Resettlement custody to the greater Washington, DC / Baltimore metropolitan areas.

CAIR Coalition’s Detained Children’s Program (DUCs) is a highly collaborative work environment. We are committed to providing high-quality, trauma-informed legal and social services and a culture of professional growth and support for staff. Although aspects of our work are completed in smaller teams, we work towards integrated and client-focused services across the program by embracing interconnectivity. We strive to create systems that provide structure while actively fostering innovation and adaptability.

General Duties and Responsibilities:

  • Work with DUCs leadership to further develop social services program, track grant funds related to social services work, and develop systems to equitably distribute resources.
  • Assist CAIR Coalition staff attorneys and pro bono attorneys to assess the physical and mental health needs of their clients and work to assure that these needs are met.
  • Identify and create relationships with service providers in the Washington D.C. and Baltimore metropolitan areas who can assist with housing, education, social services, mental health services, and substance abuse counseling for children and their families after being released from detention.
  • Maintain supportive client relationships, working with children and their families to identify social services needs and make appropriate referrals.
  • Assist in coordinating psychological and medical evaluations.
  • Work with CAIR Coalition legal staff and pro bono attorneys to develop post-release plans for clients in detention.
  • Enter all client-related notes into case management systems and maintain confidentiality.
  • Ensure the timely and accurate entry of data and case information into shared databases.
  • Identify and/or conduct staff-wide trainings on mental health-related topics.

Program Management Services:

  • Supervise Social Services Case Manager and social services interns, as applicable and based on experience.
  • Contribute to the administrative functioning of the social services program, including support for grant writing, grant compliance and reporting, data management, and hiring.
  • Accurately track spending and work with program leadership to develop systems to equitably distribute resources.
  • Create, revise, and ensure accuracy of social services guidance materials.

Organization-Wide Services:

  • Represent the Detained Children’s Program as a member of an organization-wide leadership team.
  • Interface with leadership and social services staff of other programs to ensure cross-program information and strategy sharing.
  • Participate in CAIR Coalition committees and working groups, as needed, to lend a voice to the growth and strategy of the organization.

Salary

Commensurate with experience working in social services ranging from $61,500-$75,800.

Telework

Due to the COVID-19 pandemic, all CAIR Coalition staff, interns, and volunteers are working remotely. However, due to the duties and responsibilities of the social services coordinator role, they are required to live within daily commuting distance of their assigned primary office. Staff have the option to work from the office following a hybrid model, as long as they are in compliance with CAIR Coalition’s COVID-19 policies.

CAIR Coalition’s benefits package includes (a) subsidized health, dental insurance, and vision insurance (CAIR Coalition pays a very high rate of the insurance package, for which we can provide additional information); (b) life insurance valued at $50,000, as well as long and short term disability; (d) the option to set up a Flexible Spending Account (beginning January 1, 2022); and (d) the option to set up a 403(b) account (the equivalent of a 401(k) account for nonprofits) which the organization has the option, for all employees on an annual basis, to match at a certain percentage after one year of continuous employment.

Competencies Required:

Substantive Proficiency

The Social Services Coordinator utilizes expertise in social services, immigration services, and understanding of client needs to effectively provide services to clients with limited supervision. The Social Services Coordinator demonstrates cultural competency and trauma-informed practices. The Social Services Coordinator clearly and skillfully employs written and oral advocacy to further client needs with limited input from supervisors. The Social Services Coordinator contributes substantively to client case discussions and is innovative and contributes creative ideas to increase efficacy of client services. The Social Services Coordinator interacts with internal and external stakeholders in a professional and effective manner.

Programmatic Proficiency

The Social Services Coordinator carries out client-facing duties as well as various other social services tasks in collaboration with other social services and legal team members. The Social Services Coordinator, in consultation with DUCs leadership, helps ensure that legal staff are educated on implementing best practices in social and client-facing services. The Social Services Coordinator exercises sound judgment and decision-making skills and identifies when issues must be elevated to leadership. Dependent on experience and program needs, the Social Services Coordinator competently supervises other social services staff members and interns.

Administrative

The Social Services Coordinator ensures that all administrative aspects of their program are carried out without managerial intervention, including timekeeping, file maintenance, and database upkeep. The Social Services Coordinator assists program leadership to track deliverables and provide timely and accurate information to current and prospective funders.

Qualifications Required:

  • At least two years’ case management experience working with the immigrant community and survivors of trauma.
  • Experience working with children and teenagers, ideally in a professional setting.
  • Supervisory or management experience preferred.
  • Knowledge of immigration system preferred but not required.
  • Knowledge of local community organizations and resources serving immigrants.
  • Ability to work well independently.
  • Willingness to train on and consistently utilize case management software.
  • Fluency in Spanish required.

 


Additional Job Requirements:

All employees are required to be fully vaccinated and boosted against COVID-19 by their first day of employment, except for those receiving medical or religious exemptions. To be fully vaccinated means having completed the full dosages required for the type of vaccine obtained as designated by the CDC. If boosters are subsequently recommended by the Centers of Disease Control and Prevention (CDC) then employees will be required to receive the booster within thirty (30) days of their eligibility to access the boosters.
