Job Duties

The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans.
The Ohio Department of Mental Health and Addiction Services is looking for an individual who is committed to public service, has excellent communication and organizational skills, and is dedicated to operationalizing services to help individuals with suicide prevention, mental health and substance use crisis needs to achieve stabilization, resilience and recovery.
The position includes but is not limited to the following job duties:
  • Develop, implement and administer policies, programs and services related to the National Suicide Prevention Lifeline and its Ohio provider network.
  • Ensures compliance with all state and federal regulations, laws and budgetary requirements
  • Oversee grants, contracts and allocation processes
  • Supervise staff
  • Assist OhioMHAS leadership with legislation and/or administrative rules
  • Develop and maintain relationships that support collaboration with other local, state, and federal agencies and organizations
  • Share information related to crisis and prevention services across interdepartmental and interdisciplinary teams and workgroups
  • Effectively communicate the philosophies and goals of 988, suicide prevention and the crisis response continuum
Successful candidates will be innovative and assist the Department of Mental Health and Addiction Services in the integration of behavioral health crisis call center activities and suicide prevention services into a coordinated continuum of care to promote individualized recovery and resilience.
Qualifications

For all “programmatic” positions, completion of undergraduate core program in mental health &developmental disabilities technology, or social work or comparable field (e.g., child & family services), special education, psychology or rehabilitation or 24 mos. exp. in assessing consumers’/residents’ needs & abilities as part of interdisciplinary team & in development of habilitation/treatment plans or programs for persons who are mentally ill or developmentally disabled; 12 mos. trg. or 12 mos. exp. in federal & state regulations governing care, custody, treatment, programming & environment of consumers/residents in state facilities & serviced by community programs; 6 mos. trg. in budgeting & spending or 6 mos. exp. determining budget & spending for operational unit or program of agency or firm.
For all “administrative staff” positions, completion of undergraduate core program in business administration/management sciences or 12 mos. exp. in program & policy development for operational unit or program of firm or agency & monitoring implementation; 12 mos. trg. in budgeting & spending or 12 mos. exp. determining budgetary needs & spending for operational unit or program of agency or firm.
In addition to one of preceding categories (i.e., programmatic positions or administrative staff), 6 mos. trg. in manpower planning or 6 mos. exp. scheduling personnel for adequate coverage & making staff projections; 3 mos. trg. in employee training & development or 3 mos. exp. writing training materials or conducting training.
  • Or 6 mos. exp. as Mental Health Administrator 5, 65225.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.
Preferred Qualifications:
  • Master’s degree in one of the following: Social Work, Psychology, Counseling, Addiction Studies, Public Administration, Criminal Justice, or other related field
  • At least Five years of Administrative and/or Supervisory experience
  • Administrative experience with Suicide Prevention, Mental Health, and/or Substance Use Disorder Services
  • Experience working with legislative processes to support the ongoing legislative policy and regulatory needs of the 988 network

Knowledge of: theories and concepts related to best practices in the areas of prevention, substance use, and/or mental health; suicide prevention, intervention and postvention; cultural, economic, social, physical, and psychological factors that influence individuals with substance use and/or mental health needs; management, personnel management, and supervisory principles; administrative practices and procedures; budget practices and procedures; current prevention, substance use, and mental health services; state and federal laws and regulations relating to prevention, substance use disorders, and mental health disorders.

Skills: effective and efficient communication in both oral and written form; ability to motivate others to meet goals; ability to engage people and groups from diverse populations and perspectives; display confidence and innovation despite adversity; exercise independent judgment within established guidelines; and task and time management;

Ability to establish and maintain effective and collaborative working relationships; actively listen and elicit necessary information; interpret and apply administrative rules and program guidelines; develop and implement administrative policies and procedures; manage a budget that includes multiple, complex funding streams; take initiative; gather and analyze data, prepare clear and concise documentation, reports, and correspondence that reflect relevant facts. Communicates well in both oral and written form; ability to motivate others to meet goals; engage people and groups from diverse populations and perspectives; display confidence and innovation despite adversity; exercise independent judgment within established guidelines; and task and time management;

 

This position is unclassified pursuant to Ohio Revised Code 124.11 (A) (9), and as such, serves at the pleasure of the appointing authority. This position is overtime exempt pursuant to Fair Labor Standards Act.
